adjusting blimp tier?

i was thinking.... blimp tier needs a bit of a re-balance.

as of now, specifically the request lotto works in the way that you have an idea, you submit it, and it has the chance to be fully illustrated. but every submission ive had has been great! i don't wanna see the other ideas tossed to the side. sooooo....
i feel that it would be more fair that ALL submissions get at least SOME sort of follow-up; meaning that each submission gets a sketch, while keeping the fully illustrated winner submission.

for example: there are 5 submissions, with one submission winning the illustration, same as before. however! the other 4 submissions receive sketched pieces of the concept submitted :D

does that sound like a better idea? id love to hear feedback on this idea!
