so cool! and yea digitizing things is way better for preservation, it's not like this being available is gonna cause issues or anything (it's not like some terrible cursed object that will unleash an apocalypse or something out of a movie) so it seems so silly to argue against it

I know that Panchoumi had access to both photographs and to autopsy the manuscript but, to my knowledge, there was no other embargo

One theory is some scholar gets a $6000 grant to investigate it, it becomes proprietary to that scholar, the scholar is getting about 3 weeks pay after University overhead, so doesn't get very far but doesn't sign away the proprietary status and so it goes on as them having exclusive access until they finish or leave this mortal coil.
