I think from the government's perspective there's really nothing of value at the bottom of the sea where Fishman Island is, or at least the risk to go there is so high it doesn't make sense. Anyone they could send that would guarantee defeating any fish/monster down there risks destroying the tree which is giving it light - and must be way up on the top of the red line where Mariejoa is. Also, given what happens with Shirahoshi's power in this flashback, it risks awakening her power. Controlling the Sea Kings? That's a power that could completely upend any struggles the world government has at this point. I would assume that at this point the leaders of the world government know full well about everything in the history including this stuff with the mermaid princess, the ancient weapons, etc. Oda says he can't help but draw people who have disgusting attitudes with disgusting faces. I swear this comes up many times - a couple arcs from now even there's someone who is wholly righteous in their rage but their face is just woo wee. Also, the world government is sort of a weird lurking danger. Most of their crazy shit is hidden from the world and us as viewers. But don't forget, they genocide Robin's entire island because they were looking into history. They keep an enormous complex torturous prison in an inaccessible part of the sea. How many events do we not know about because the world government keeps them hidden? Also, Robin was sent to the perpetually-under-construction-bridge that had n-th generation slaves of the world government working everyone to death. Lucci and his colleagues were all brainwashed into being murderers for the government from childhood. These aren't good people! Another thing to note is they didn't go after Whitebeard until he was already on his death bed basically. They're scared of losing at all. If they came down on Fishman Island, and had any kind of loss (I mean, all their strongest fighters are devil fruit users besides Garp - who also cannot breathe underwater) that would harm their ability to enforce their will on the weak at the surface. I'd suggest using your analytical thinking towards the question of: what are they so afraid of? What or who in history are they trying to protect with the void century shit? What is so dangerous about the history or the ancient weapons or the pirates that they can't afford to risk their assets pursuing the Yonko or the void century or what have you. They have an army of Kumas, they have devastating, world altering powers like magma on their side. We haven't even seen what the "Gorosei" have in terms of power, or who in the world government (not the marines) is at the top of the combat tree - we only saw the stuff they were willing to do in Paradise. The theory I had around this time was that the world government was using the Grand Line as a filter - whittling down their enemies by making them go through the maze of Log Pose, crazy weather patterns, having pirates fight each other, and the journey under the red line to dwindle their numbers so that they could be crushed when they arrived in the new world by an overwhelming force that would be waiting for anyone coming up from Fishman Island. The pirates that slipped by would get beaten or absorbed by the Yonko like Ace was, and then they would be locked in power struggles in the New World. The World Government itself then had to do very little to keep themselves in power throughout the 4 main seas, and they only have to guard whatever member kingdoms exist in the first half of the grand line. That seems like an easy task compared to coating a fleet (which, we're told that coatings fail at a fairly high rate) and going to the bottom of the ocean to fight the fish folk who don't need any help to breathe underwater unlike them. That's some risky shit. Given the queen is said to have some observation Haki it's possible that she perceived who it was.
