Because if those do not exist, then why would affiliate nations pay the celestial tribute in exchange for the protection of the Marines? Hence the Warlords btw! It’s also the perfect way to quench revolutions: while you are being pillaged you don’t plot against the WG. They want to keep the status quo and must decide when a pirate becomes too much of a danger for them VS when the pirate is scary enough to be used as scarecrow. And since they are in total power for hundreds of years, you can imagine them getting a bit too overconfident
