It is the district of agricultural production, particularly its orchards and farms. In the book it's described as a large district located in an area resembling the historical Deep South and is a major food supplier for all of Panem. The district's citizens, who are among the most impoverished in Panem, work long hours in the fields and face strict enforcement of Capitol laws. The Capitol maintains a strong presence in District 11, with heavily guarded fences and strict enforcement of laws, reflecting the district's strategic importance as a food source, which reflects modern redlining and police brutality. The citizens of District 11 are among the first to revolt after Rue's death in the 74th Hunger Games, reflecting many movements in usa history being started by black people. Many people believe Katniss from the book is Melungeon (a Melungeon is European, indigenous American, and black mixed person .. from the Appalachian mountains). .
